London councils crack down on badly parked dockless bikes

Summarised from 2 outlets · Updated 14 Oct, 14:21 · Archive

Westminster has issued over 5,000 fines for badly parked e-bikes since the start of 2026-27, while Tower Hamlets is considering designated parking zones.

Westminster City Council has sharply increased enforcement action against dockless bike operators for obstructing pavements and roads. Since the start of the 2026-27 financial year, the council has issued more than 5,000 Fixed Penalty Notices, compared with 1,259 in the previous year. At the current rate, nearly 10,000 fines could be issued by year end. Over 1,000 bikes have been seized where obstruction and safety issues are most severe. Around £300,000 has been levied in fines and seizure costs, with roughly 20 hotspots identified in areas including the West End and St James's wards.

Westminster Cabinet Member for Enforcement Caroline Sargent said: 'Sometimes hundreds of bikes are really seriously blocking the road, going into the road. So that is where the main seizure action is taking place, but the enforcement action is taking place in every ward.'

Meanwhile, Tower Hamlets Council is considering introducing designated parking zones following complaints from residents and campaigners. They argued that badly parked bikes were creating hazards on narrow, congested pavements around Brick Lane, Spitalfields and Shoreditch, and posed particular difficulties for wheelchair users, parents with pushchairs and older residents. Tower Hamlets chief executive Stephen Halsey confirmed that work on the designated parking zones was under way, following approaches used by Hackney, Islington and other inner London boroughs.
