Retired couple receive five parking fines in confusing appeals process

Summarised from 2 outlets · Updated 21 Oct, 06:08 · Archive

A retired couple from Great Witley have received five private parking fines this year, leaving them frustrated with the appeals process. Paul and Kim England received three of the fines from Euro Car Parks after visiting Farmfoods at Shrub Hill Retail Park in Worcester, where Mrs England regularly shopped.

One charge, dated March 2 2026, resulted from an overstay caused by a medical emergency that prevented them from moving their car. The couple say they explained these exceptional circumstances in their original appeal and offered to provide supporting evidence. Mr England said: "We were genuine customers, and we felt our circumstances deserved proper consideration."

Despite their appeal, the couple received around 20 letters from various companies, including debt collectors. Mr England described this as "probably the most confusing and frustrating part of the entire experience". He said they were sometimes chased for the same parking charge by different organisations, with letters arriving from the original parking company, then a debt collection company, then other organisations or legal representatives, making it difficult to establish whether they were dealing with a new charge or another demand relating to one they had already challenged.

The couple have called the entire parking fine appeal process confusing and lacking in human-centred customer service.
