Hampshire prepares recycling shake-up ahead of 2028 facility opening

Hampshire County Council will consider plans to expand household recycling collections to prepare for a new £50m materials recovery facility opening in Eastleigh in 2028.

Hampshire County Council will consider proposals on Monday, November 2 to introduce a consistent recycling collection system across the county from May 2028. The plans aim to boost recycling rates by collecting more types of household materials, including a wider range of plastics, ahead of a new £50m materials recovery facility becoming operational in Eastleigh in 2028.

Cllr Kirsty North, the council's deputy leader and cabinet lead for universal services, said residents want to recycle more materials and that the investment alongside Southampton and Portsmouth City Councils will make this possible. She noted that Winchester residents have already been getting used to food waste collections this year, with recycling set to grow further.

North acknowledged that the transition will be complex and requires alignment across multiple local authorities. She said the council needs to ensure the right collection arrangements are in place ahead of the facility becoming operational, and that changes take time to deliver. The council remains focused on what is best for residents, delivers value for taxpayers and makes the most of the investment committed to the Eastleigh facility.
