Leeds council to spend £1.35m fixing failing heating systems

Summarised from 3 outlets · Updated 4 Nov, 14:50 · Archive

Leeds City Council will spend more than £1.3m to repair failing heating systems at two high-rise residential blocks.

Leeds City Council will spend £1.35m repairing failing heating systems at two high-rise residential blocks: Potternewton Heights in Chapel Allerton and Holborn Towers in Woodhouse. The council said the work is needed to maintain safe and reliable heating provision for residents, particularly during winter periods.

The heating systems were installed across six high-rise blocks in total. Repairs have already been completed at Grayson Crest and Queensview. The remaining four blocks—Holborn Towers, Marlborough Towers, Potternewton Heights and Whincover Grange—require attention.

The original designer and installer, Cenergist Ltd, has gone into administration. Clade Engineering Systems, which supplied the heat pumps as a sub-contractor, will carry out the repair works. A council report noted: "The current systems are at risk of failure, particularly during winter periods, and intervention is required to maintain safe and reliable heating provision for residents."

Temporary repairs could be carried out for around £20,000 per year, but the council report said there would be no guarantee of success. It added that temporary boilers, hire and fuel costs would be estimated at £12,000 per month, "creating ongoing revenue pressure".

The council concluded that replacement works will be required at some point due to what it described as "fundamental design deficiencies in the original installation".
